It's really difficult to quantify what is "best", but I think Weruva is really good. As you know it's one of the few cat foods that isn't a pate of "gruel", and in my experience, my cats respond better to the stews and shredded meat type of foods. Plus you can see the quality of the ingredients.
I think the downside of Weruva is that it is really pricey, possibly the priciest canned food on the market, especially since each can seems to contain far less meat than most brands (they have tons of water in it). Weruva has a new offering called "Cats in the kitchen" which is a bit cheaper, isn't swimming in water, and is pate style, but still really nice ingredients, and a very wide variety of formulas. My cats have responded to that real well. A couple of other types to consider: Tiki Cat, and Earthborn Holistic. Tiki cat is very similar to the original weruva, but you can buy it in, I think it's 6oz cans, and is cheaper. They also have a really huge variety of formulas, the majority of which are seafood-based (but there are plenty of chicken ones too).
I've been really impressed by Earthborn Holistic. It's also the shredded meat style, seems to be well regarded, and a really good value. As opposed to Weruva, you open up a can of EH, and it is tightly packed with meat. And it's cheaper, so a really really good value. The downside of EBH is that there only seem to be 2 or 3 different formulations (at least that are sold around here).
Bottom Line? I think Weruva is really good, but I think ones like Tiki Cat, Weruva Cats in the Kitchen, and Earthborn Hollistic are right there in terms of quality, but offer a much better value. I give my cats a combination of all of the above, and I think they enjoy the variety, and mystery each meal brings.
