I wonder about your tree... usually that is a really excellent purchase for a bengal. I've bought like 5 or 6 trees over the years, for a couple of generations of cats, and I've never had a tree that the cats didn't love. Especially bengals. So I wonder what is wrong with your tree. Can you post a picture? One huge thing of course is location. Where do you keep this tree that they are not using? I wouldn't give up on the tree! I think there are probably just some tweaks you can do to make it more desirable, including potentially moving it to a different (more cat-desirable) location.
People always ask about what toys work best for a bengal. Particularly what toys will they play with, without human involvement. I'd say at the very top of that list for all that cats I've owned would be those little toys that they dangle from little "bungie" strings on cat trees. If your tree doesn't have any of those, you might see if you could buy or assemble such toys. The biggest problem I've had is that the cats like them so much that they destroy them.
And yea, I totally understand about a wheel being a pricey, and also risky purchase. Some members have bought wheels and they are now gathering cobwebs. But I have to say that for my blue bengal Serafina, that's her "yes" for when she needs to burn off a lot of energy and I'm not playing with her. She'll hop on the wheel 4 or 5 times a day, and it clearly helps her a great deal.
