My Leo was terrible like this, but a few months after the snip he settled right down and has been a big softie ever since!

That is it. You have to nip it in the bud now while he is still young, as I said you don't want a fully grown Bengal gnawing on your hand, grabbing with his front claws and kicking/clawing with his back legs on your forearm.
Substitute your arm with a toy quickly. Some cats think it is a huge joke and the rougher you are as you try and get your arm away then the more they like it. Stop moving your hand/arm and with your other hand get the toy and throw it or dangle it to give you enough time to extricate your arm, while he is occupied elsewhere.
If he likes this game just don't let him get the opportunity.

They do grow out of it but if you continually give them the chance then it does turn into a game.
